Does he drink coffee? Maybe he has bad dreams so he does not like sleeping.

Need more info, age,breed and are there children around? What does eat? Diet has alot to do with how a dog acts. Maybe he sleeps when your not home. If your gone for 8 hrs. that is plenty of sleep for him to be ready to play the rest of the time. He needs a schedule.

how old is he? if he's a puppy he will probably grow out if it... if he's older, maybe his sleeping habits just aren't the sam,e as yours.
Try having the same routine with him before its "bedtime" and keep it very consistent... for example
feed him, get ready for bed(shower, brush teeth, get into pjs) and then get him to whereever he's supossed to sleep, then turn off the lights and be quiet.
Do it in the same order every day!
And remeber dogs don't leik going to bed when their masters are still awake... eventually he'll get the gist that your bed time and lights off means HIS bed-time

My dog Angel has that same problem. She doesnt go to sleep at night or during the day. She paces around. I think you should probabaly take Tommy to a vet and see if something is wrong.

Hes just hyper. Especially if he is still a puppy. He will grow out of it.

maybe he isnt getting enough exercize are you home with him all day? maybe he sleeps when y our not there
