Just bought new LCD-HDTV. Local cable company say's I need extra hardware to recieve HD picture.
If shows are BROADCAST in HD, do I need additional hardware to actually get HD picture, although cable company is all digital?(they claim) Seems like a rip off from ATMC. (cable company)
I thought I was ready to go when I attached cable co-axle to TV. (Cable In)

Digital cable (or TV) is not by default HD.
You should be able to get the local channels (CBS, NBC, etc.) for "free" or with basic cable service. They do transmit in HD, but not all the time (mostly after 8:00 PM).

Your existing set-top box most probably can't receive HD.

Connect the cable directly to your TV. Go to your TV setup and scan for channels. You should be able to get all basic channels.
If that's all you need, then you are all set.

For premium channels (say HBO, or maybe ESPN HD) you will need to get a new set-top box from your company and pay extra.

probability is that in case your new television is HDTV waiting, that is a failrly recent and technologically stepped forward piece of equipment. if that is the case, many new television's have already got better image ability with out the HDTV converter connected. I experience this now with my Hitachi Ultravision HDTV television vs. my Sony WEGA, non-HDTV compliant.
