I know it's fleas when my dog whips his head around to bite at the spot a few inches above his tail. If he's scratching his face, then I know it's his allergies.
I'm actually at my wit's end about the fleas! I've tried flea shampoos, both over-the-counter and prescribed, flea collars, and just about every flea prevention method there is (Frontline, Advantage, Hartz, Advantiz, and Revolution). None of them work reliably for my dog!

Is it in one place, or all over??
There are lots of things that cause scratching.....allergies, mites, just plain flaky skin as long as she is not creating sores then you may check out a shampoo for flaking skin. You should also add an oil pill (fish/flax) to her diet (moisturize from the inside out). Due to her age make sure you can use specialty shampoos on her, it should be right on the bottle what age is appropriate.
You should call the vet ASAP!
I don't envy you .

I thought our dog had fleas..but it was not. She was allergic to the shampoo I bought and used on her. So..we got what is called Sulfaden to put on the sores and it works. It is medicated and is meant for animals. I found it for $3 at Wal Mart.

My dog scratches when his food allergies act up! But, he is kept on flea prevention year-round.

None of my animals has sores! If this ever happened, they would be at the vet the same day. Any so should yours.
