It depends on the length of hair...
It also depends on your hairdresser.
Some stylist can do highlights really well in a cap, others do it better with foil. I am one that perfers foil.

FOIL!!!!!! PLEASE! Whenever you do highlights use foil... regardless of how thin or chunky use foil...

and if you insist on doing it on your own be careful find someone who knows how to separate the hair and place the foil especially for chunky highlights, cause its easier to see when you mess up, or you could always get one of those kits and hope for the best...

I'd say definitely with foil. Otherwise the bleach will bleed onto the hair you don't want to highlight.

You can do it without foil, i think its easier to handle with foil plus it doesnt get every where else
