Do whatever you normally do with rags. The flag is a symbol. There's nothing about it, essentially, that makes it special. Once it loses it's function, it becomes a rag.

You can have the local Boy Scouts or Girl Scouts dispose of it, or you can hold your own ceremony. The preferred way of disposing of the flag is by burning it in a dignified manner. You can cut it before burning, or not, as you see fit. It does not require a fancy ceremony although you certainly can give it one.

Call or go to your local Elks, AmVet, American Legion, Boy Scouts etc. All have programs to dispose of old flags.

If you have a local VFW or American Legion, see if they will accept it. Our VFW holds a flag retirement ceremony every year.
