When picking a color also consider your lighting. A laundry room needs to have enough light to check for spots that may need pretreating, unless you just toss everything in together and don't pay much attention. If you have florescent lighting white white paint will give you a blue cast. A soft cream will give a more natural effect.
As far as decorative there are several nice wall paper patterns specifically for laundry rooms. When my kids were little I had my laundry room papered with I HATE LAUNDRY in big primary colored letters scattered on a white back ground.

My laundry room is the same. I chose a light sea green like the waters of some trpical island. I also mounted white plastic shelves to give the room some brightness. The curtains for the window are short so I can get the sunshine in. They are tropical colors, too. I put a white plush rug in front of the washer and dryer. I feel like I am vacationing!

I like a clean color in my laundry room. Go for something very bright, but soft. Try a color like a light cloud blue. It's hard to describe, but at a passing glance it will almost apear white, but I like a very light color blue. It just reminds me of clothes drying on a line against the blue sky.... haha, yeah right. I'm usually thinking I hate laundry. But a happy color makes you mood a little brighter.

A light and happy color. If you like green go for a spring green anything that will reflect light would be good. Think Pale colors but not pastel. You might try a semi gloss as it will give off a little sheen.

we saw on trading spaces a ceiling done like a mexicain blanket and did it in one of our aptmnts and it turned out great! But for a floor I'd stick with grey (sorry, king of boring) it's easier to keep clean. Yellow would sure light up, but is harder to keep clean. If you go with yellow, just be sure to place a sealer and plan lots of coats, I did a basement entrance in yellow and took 3 coats of oil paint. I now have a basement floor to do and will go with epoxy, it'll last for at least 10 years.

Something really cheerful since it is in the basement. Is it anything but a laundry (playroom or office or anything)? Do wide vertical stripes with two colors, add silk greenery. Baskets, things to make it more tolerable. My friend wallpapered her Powdered detergent box to match her walls in the utility room.
It looked great.
One thing I love about being in Florida is NO BASEMENT LAUNDRY ROOMS.

Since the room is dark and prone to lint/dust, a caramel or light brown tone color would be good.

How about a bright white with some mirrors on the other side is the room. Give it a larger look

Soft Green, because this color brings softness and peace of mind and when you work with cleaning clothing you have to feel at ease because you might spoil your washing.
