Nepalese residing in India have any citizenship status? If yes, what are the criteria?

Nepalese are outsiders in India, But as there is a legal agreement between the two countries that their entry is not illegal and there is only basic difference is the constitutional rights which are given in India to Indians. (i.e. They have no voting rights, they cannot apply for arms licence/ration card etc..)
