I have a website. I consider it a "showcase" for my dogs, more for other breeders to see my pictures and pedigrees than to sell puppies.
I have a distinct problem with websites designed to sell puppies.
As time has passed, I have added breed specific info and a little article about "surfing for a breeder" that I think might interest you, given your question:

I have breeder friends with and without websites. Most of the people I know who don't have one generally don't because they're "old timers", or they don't want to take the time to put one together themselves. No responsible breeder I know would pay a professional web designer -- after all, they're not trying to promote a business.
I don't really list my "policies" (as far as puppy placement/sales/etc.) on my site, because if people want that info, they need to contact me and show a serious interest. As Miriam says, I need to meet them in person. I do, however, mention that I do genetic testing, sell on spay/neuter contract, etc.
I will say that we get a lot of traffic on our site (relatively speaking), which inevitably leads to puppy inquiries. Since we only breed occasionally, however, I usually end up referring people. On the plus side, the increased traffic has helped us place a lot of rescues.

ADDED:
Tom, I doubt that a breeder's website does very much to influence judges. Most group/BIS judges aren't out there searching the web for a dog to put up. Advertising in the dog mags delivered free of charge to their home? Yes. Bragging about your dogs on your own website? Probably not.

I have a website that basically shows my dogs, their pedigrees and tells the activities we're involved in. If I have a litter planned, I'll announce it and show pics/pedigrees of the parents, possibly pics of the pups when they're born. However, the intent of the site is to brag about my dogs, not to sell. I don't sell over the net, I need to meet people in person.
Like Loki, because of the inquiries generated I often end up referring people to rescue or other breeders, since I don't breed that often.

There is a reality in showing dogs that way to many don't take into consideration, and that reality is ADVERTISING. Aside from getting WB or WD once in a while, without advertising, there will be little else in the dogs future. The judges simply have to be exposed to your dogs if you want to win. A web site is just one more way of doing that.

We've bred AKC Pedigree Rotwiellers for almost 15yrs now and have never had the need to advertise on the web. Word of mouth and local advertisement has always sold litters within a week of the date we started releasing them.

I think you can find out about reputable breeders through the AKC website. I know that is where we found a breeder for the Boxer we purchased in 2001... he's such a good boy too!

Any particular breed? You usually locate breeders in contact in an analogous breed thinking you could choose for to speak genetics, lines, wellness themes particular on your breed. I belong to a German Shepherd communicate board that has an element especially for breeders.

A few that I know have web sites but they are more to brag up how their dogs are doing and keep up with who has finished their titles and what they are doing after. Who isgetting specialed and all that type of thing.
My friend who breeds daschunds also is very involved with rescue so most people who are looking for a puppy get a referal to rescue from her and she places many of the rescue pets from puppy questions.

No. No need to. I have more than enough people waiting for puppies, calling about the breed, getting referrals, training information........sometimes 20 calls and that many e-mails daily. Can't handle anymore, and do not want to attract the people I try to avoid.
