No, it's not fair. But we will not know WHY this happened, or how many were saved, until we stand in the presence of God (if everything Christians believe is true.). If there is no God, then there truly is no reason for anything, and all we are is a cosmic accident with no purpose. If, however, God DOES exist, then there truly is a reason for EVERYTHING, even tragedies such as the one you described.
I will say one thing though. I once knew a boy (he died a few years ago), who was diagnosed with a rare and terminal disease when he was four. He died when he was sixteen.
Tragedy? Oh, yes! BUT, this boy was so full of light and love, that he simply GLOWED. Being near him was like being near to God.
There are so many things that our limited sight won't allow us to see, which is reason. If you had heard about that boy from somewhere else, you would have probably just thought that it was another example of (in case of God's existence) God's cruelty.
But anyone who knew that boy would tell you otherwise. He was an angel of sorts...and God took him back home.
SO why do children in wartorn countries suffer as they do? I don't know. But I'm sure if you spoke to them, they would show you what gratitude truly is. They're angels, not in the real sense, but the closest thing to a material angel we'll find here.

Lets just assume God really has an unlimited anount of energy, and He can use it however He pleases with no side effects. Also lets assume that He just does not want to stop all the bad stuff. Yet we must continue to assume that we still have free will. I know that is a stretch to assume that we have free will but God interferes if He does not like what we are doing, but still lets say for the purposes of imagenation all this is true.

My question then is if you really wish to rebell against God wouldn't it be a good idea to just do something to stop all the bad stuff. You know go out and do something about it instead of wasting your time. Isn't that what that guy whose name is not spelled netche suggested. Hasseling people who are not going to change their mind does not seem to me to be a positive use of time.

You could be using your brain powwer to actually think of something that would stop some of the bad stuff. Talk is cheap.

seems to me what you are doing is about as helpful as stacking post holes.

Gotta tell you everywhere I look Christians are trying to make things better. In fact if you really want to work on making things better the easiest way to help is through Christian organizations.

Brother, i think u r a soul who wants to ask God (if He does exist) for the sufferings of mankind. For sure u r referring not only those innocent kids but for almost anything in this world that would be impossible to consider that God has ever allow or made them. I find it touching though other may find it brutal to consider. Interestingly, I could say YES. Humility? Fairness? Why? Because whatever you do to destroy or abuse the weak, it will be the same thing that will happen to you also by somebody else. Does it hurts when u lost a ball game or a love ones who passed away? We should know pain, because through pain we will understand Hell and through happiness we understand what God has promised as Heaven. Death and sufferings we will have for our sins and no one can hide from His eyes... Fair enough! because God will judge and award all by their actions their most coveted or unwanted enternal prize. Why can't we accept that we truly are weak and needs to humble ourselves before God? We are the ones who hurt our own brothers and sisters. Not God.

We can not always understand God's plan. A lot of it may seem cruel but I assure you, that person will be compensated an infinite times more than they suffered after they die. In my life, many things happen that I do not understand but I take it with faith that this is what God wants and everything seems to turn out better in the end.

We have to thank God for every single thing that happens to us because it is what He wants. God allows evil so that good may come out of it, otherwise He would just stop it. Think of the greatest evil ever done, the killing of our Lord, Jesus, on the cross. But out of the greatest act of evil, comes the greatest good that has ever happened to man, the redemption of all humanity. Jesus knew that He had to die to save us from the evil acts that we all do.

A strong faith is required to weather difficult situations, trusting that God meant for this to happen.

God gave us free will so His judgement of us will be fair. That includes letting people hurt each other in evil ways.
The war in which more limbs are torn from babies than any other on earth is the abortion war, where the baby's own mother orders the murder by mutilation of her own innocent child.
There will be judgement...

Whatever God does he does for the good of mankind. Quite often we cannot see the end results of what goes on because the end results are beyond our lifetime. God looks at mankind from the standpoint a a person standing back and looking at the whole picture. We can only see a very small part of his plan. WE can only see a very small part of our own lives and the lives of people around us. As our field of vision is limited, so is ability analysis. Our time on earth is so small compared the eternity of God;therefore, we act and judge with impatience and in error.

If you believe in God, you should probably believe in free will as well. Believers in the fundamentals of the Old Testament (be it Christians, Jews, or whatever) are taught that we are given a path to follow. Whether we follow it or not is for us to choose. That's free will. This would indicate that God has only allowed us to "be". What we do with our existence is our own responsibility, whether it's folly or righteousness. And that does sound fair to me.

God allows it to happen in that he does not step in and stop it, but he does not cause it to happen. That is man's doing. God has allowed man to rule themselves, which is what they want. If man followed God's laws, there would be no wars for he says "to learn war no more."

He will step in at his appoint time and put a end to all war and those who love war and violence. Until then man will continue to dominate each other to their injury.

God no longer interferes with mankind. God is now just an observer watching how man treats others and the world.
