I think i understand what you mean by your question, if the Lords prayer asks Him not to lead us into temptation then does that mean that He does? God allows us to be tested sometimes so that we can learn from mistakes and grow closer to Him (like what happened to Job in the Bible). But as you find yourself being tempted, remember this:
1 Corinthians 10:13
No temptation has overtaken you except such as is common to man; but God is faithful, who will not allow you to be tempted beyond what you are able, but with the temptation will also make the way of escape, that you may be able to bear it.

The Lords Prayer does ask God not to lead us into temptation, so it could be assumed that He would lead us into temptations, if we didn't ask.
God gave Satan lots of power, far more than us. My guess is that He wants Satan to have an even greater advantage.

God doesnt lead us into temptation, your asking for him not to lead you into temptation in the prayer, which means for God to keep you away from evil. It says in the bible that god will never test you. Go read a bible, not the lords prayer.

"Lead us NOT into temptation" - help us to avoid temptation - it's to help us to grow and learn. There is temptation all around us, lust, chocolate, power - and sometimes it's very difficult for us to say 'no' (especially to chocolate). The Lord's prayer is a template to teach us how to pray - this particular portion to help us to learn to trust in Him when we are tempted that He is able to keep us away from those things which are not good for us.

One thing is certain: Our heavenly Father subjects us to trial, but not with evil or temptation to sin. Hence James writes: “When under trial, let no one say: ‘I am being tried by God.’ No; for with evil things God cannot be tried nor does he himself try anyone. But each one is tried by being drawn out and enticed by his own desire. Then the desire, when it has become fertile, gives birth to sin; in turn, sin, when it has been accomplished, brings forth death.” (Jas. 1:13-15,)
(Matthew 26:41) Keep on the watch and pray continually, that YOU may not enter into temptation. The spirit, of course, is eager, but the flesh is weak.”
(1 Corinthians 10:13) No temptation has taken YOU except what is common to men. But God is faithful, and he will not let YOU be tempted beyond what YOU can bear, but along with the temptation he will also make the way out in order for YOU to be able to endure it.

Some have said god does not tempt, or lead us to temptation. If that is the case, why did he allow the snake into the garden of eden? Why did he put a tree of knowledge there when he did not have to? Why did he create satan, knowing that satan would tempt people? You might say we have free will, but god is not helping us to make good choices - he constucts roadblocks.

God never leads us into temptation. We are tempted when we are lead away of our own lusts. The line in the Lord's prayer tells us to ask God to keep temptation away from us.

I think the Believers have missed the point.
We ask God to "lead us not into temptation" - but why do we have to ask? Would He lead us there if we didn't pray to Him? If so, why would he do that? If not, aren't we wasting everyone's time with the prayer?

God tests - but he does not tempt. There is a significant difference. We are tempted by our own mind's desires when we are not walking in the spirit. Temptation is common to all people.
