I would move on, to be honest. Many people, when not interested in someone, will make excuses for themselves to avoid being with that person. They might fill up their schedule with things not including you, for instance(as she has done). Or they may do things like give older or incorrect phone numbers(often disconnected ones). People as a rule do not like confrontation, and so will try to avoid it with more careful approaches. That is probably why she has not told you point blank that she isn't interested.

It's a numbers game. The more women you approach the more likely you will get a yes. Think of it like baseball. Even the best batters in the league only get a hit 30-40% of the time.
If a girl is interested enough she will never be too busy 'doing someones hair'.

You seem young let me tell you from a 25 year olds point. Don't talk to her anymore seriously its hard but don't do it. Your making a fool of yourself. If she really liked you she would try really hard to see you. Just think about it, if you like somebody you try and get her to be yours right, well same with chicks if they like you they will try. Absolutely don't try anymore, this might actually make her think hmmm what happened to that dude who kept bothering me am I not hot anymore, is he cool enough to get a nother girl or something. Stop calling. I know the truth hurts, but I think you are better off not wasting all your time. Look she knows that you are interested and you made the first move. If she wants to hang out, leave it up to her. You tried, have no regrets, know move on.

I really doubt she's interested, personally I'd give up on it.
Other things you can try are just come out and ask her if she's interested, put her on the spot and see what she says, but in order to do this you'll have to face the rejection that might come with it.
Your choice, but I really doubt she's into you.

She is trying in a nice way to get rid of you. It hurts, but it feels much better than saying "I don't like you anymore" Just stop contacting her and if she does like you, she'll call. Otherwise, go after somebody that appreciates that you care. Good luck!
