There are certain toxic compounds found in potatoes that are partly destroyed when a person cooks them. Eating them raw, depending on just how much one ate, will usually just result in a stomache ache. "Glycoalkaloids [found in potatoes] may cause headaches, diarrhea, cramps and in severe cases coma and death; however, poisoning from potatoes occurs very rarely." - Wikipedia. If ever in doubt see a doctor.

Nothing raw potatoes are fine, though if you are unused to eating them you may get a belly ache.
That said though, potatoes that have green coloring are poisonous, you have to eat large amounts to get sick though. The green spots are caused by being to close to the surface while growing. The sun causes a chemical reaction in the potato.

"Rare" potatoes, as in hard to find or "RAW" potatoes as in uncooked?
I know what you're talkinga bout but you should work on the grammar.
There is nothing wrong with eating raw potatoes. In fact, it's healthier for the body to do so and provides the best nutritional value. The skin of the potato contains the majority of the potato's fiber, and many of the nutrients are located close to the skin. Wash the potato thoroughly, cut away green discoloration and/or sprouts and enjoy your potato with the skin on.

Shouldn't do anything, really, if that's the way you like them.
They'll be more starchy and have a lower insulin response (lower glycemic index on starchy, uncook ed potatoes than fully cooked ones).
They'll taste a lot drier and less sweet. Less flavor. Like eating a dog biscuit, I imagine.
Basically, that's it.
