The best thing you could do is see a dermatologist regarding your brown spots, if you a haven't already. A dermatologist would be able to determine what they are and how they can be treated...not all brown spots are simply brown spots. Even if they are just brown spots, the dermatologist can probably help where many over-the-counter treatments would be a waste of money.

If you have seen a dermatologist, have you returned to let him/her know that you had no success? If not, go back as sometimes it takes a while to find what will work for you. In the meantime, you could always cover them with a makeup made specifically for people with birthmarks called Dermablend. It is available in most finer department stores and many drug stores.
