Information obtained on the Georgia DMV website would indicate no:

If your Georgia Driver's license has expired for two years or more or your Georgia driver's history has been purged; and you do not hold a valid out-of-state license, you must pass the following tests to obtain a Class C license:

Road sign test;
Road rules test;
Actual driving test;
Eye test
Additional testing will be required to obtain a Class M, B, or A license. If your Georgia driver's license has expired, resulting in the purging of your driver's history, but you hold a valid out-of-state license, you must pass an eye test to obtain a Class C License.

If your license has actually expired, you'll probably have to take the written test. Most states waive the road test if it's been expired for less than 2 years.
