Contact your local IRS office, call 1-800-829-1040 to speak to an IRS representative, or goto the website at www.irs.gov to start the process rolling.

There is a "finders fee" from the IRS for recovering lost tax dollars to them. But to be honest, the "finders fee" takes a long time to receive due to the extensive work the IRS will need to do to recover the tax dollars from the "shady" business.

Good luck!!

Also go to your state's taxation or revenue department. Many states have a website or toll free number to report abuse. If you can not get the IRS involved, you may be able to get the locals to initiate a sales tax audit or a state income tax audit. If someone is going under the table on one tax, I would bet they are under the table on the other ones.

Be as factual as you can. A baseless accusation with no detail will go no where.

You would need to contact the IRS (if the business is cheating on their US federal taxes). The IRS will also pay a "finders fee" for being a whistle blower as well, so you can make money from turning in tax cheats.
