The first mistake is the computer is in your child's bedroom. If you are worrying about web activity the computer should be in a room where household traffic is constantly able to monitor the screen.
The safeguards you mention can in fact disable his web access, and if you do your homework on local group policy you can lock his account down in a matter of a few steps. Doing a google search on GPEDIT.MSC locking down user accounts with local admin.
If you really want to slow him down, you can purchase software that can be installed stealthily, where only your user name on the machine knows it is active. The software is called key-logger software and will do exactly what you request in your question above. They are relatively cheap for about 29 dollars and you can monitor any site he goes to and every keystroke typed. Not only that you can see log files of every instant messenger chat for person he communicates with and have them emailed to your personal email account for viewing at your convenience.
He may be offended if you do catch him doing something that may totally shock you, but you are doing the right thing. It is better to be proactive and know the kind of things that lurk on the Internet. The web can be a useful tool, but can also lead to troubles for young adults in a heartbeat. Yes, there are several programs you can put on his computer which will allow you to know where he's going via your computer or email. I have one from www.chatchecker.com. You can get a lite version for free and upgrade to various paid versions depending on what you want to check.
My kids know I have the chatchecker. They can't do anything about it because if they did, I'd stop receiving messages about their usage. Right now I just have the lite, free version, but my kids don't know that. As far as they know, I can see EVERY move they make on the computer.

You'd need some sort of blocking software such as Net Nanny or Cyber Patrol.
Someone who is really sharp could probably disable either -- but that would be reason enough to pull internet access for a rather protracted period of time.

No.Who would send you the email? The site? The sites kids get into certainly aren't going to tell the parents they are surfing porn, or kid chat rooms filled with perverts. You can block them out one by one, but if the boy is smart enough, he'll get around it. Get NetNanny or something like that to monitor what he is doing. Even then, he may uninstall it. If you can't trust the boy to tell you what he is doing, then you have a problem!

you can install a keylogger that stays hidden and you can later see everything he saw.
They are reasonable and available on the web. And yes it can notify you by email at regular intervals of every move he makes on the comp.

Don't give him access to the computer if you aren't around. Take the computer out of his room and put it in a high-traffic area of the house so you can monitor him.
