It really depends...

As luck would have it (Fortunately), no one was hurt when the boiler exploded.

As luck would have it (Unfortunately), we were caught in a heavy rain.

When you use the term "As luck would have it" you are usually referring to a fortuitous situation. That is: a situation where you just happened to get lucky. it means that luckliy something good has happened after something bad. For instance. I fell down a man hole, but as luck should have it a man was walking by and got me out.

It's self explanatory.Inspite of all your efforts,something happens which is not in your control,i.e,luck has its say.

This means if you are doing something and it is meant to be you will be lucky , and it will happen .
