1: The case is formed out of brass, or in some cases steel, or nickel-plated brass (plating takes place after formation).
2: The powder is manufactured, along with the primer (small impact sensitve explosive cap), and the bullet which can be any number of types - cast lead, full metal jacket, jacketed hollow point, ballistic point, pointed soft point, etc..
Assembly:
1: Case is primed - the primer is seated in the case.
2: A weighed charge of powder is dropped into the case.
3: The bullet is seated in the case.
That makes a complete shell - if you hand load, there are more steps like case length trimming, resizing, tumbling, etc. etc., but thats another story.

If you can, watch the show "how its made" on the discovery channel. They actually showed how cartridges are made from start to finish. Pretty interesting. You might be able to find that episode on the discovery channel website.

You have the case, which is primed with a primer, then the powder is added, and finally the projectile [bullet]is seated. You now have a live round.
