Hi,
Well... Larger Breeds such as Labs, german shepherds and other large breeds are considered adults at age 18 months, they do fill out for another 6 months or so. Smaller breed such as Chi's, Miniture Poodles and Pugs are considered adults at 12 months. Though they do still fill out for another 6 months to a year depending on the breed.

I hope this helps.

The real question is adulthood vs maturity. Adulthood? When they get their adult teeth, maybe? But maturity & TRAINING is far more important. That depends on the breed really. Example. Boxers will be the silly "Peter Pan" puppy play well into life... another breed tends to "settle down" almost within their first year. Proper breed specific training however is crucial no matter the age or breed. Hope this helps, or maybe opens a new debate. LOL

It depends on the size of the dog and the breed. Smaller dogs reach adulthood much sooner than large breeds. Some say large breeds take up to 2 years.

However, do dogs ever act like adults???
