Assuming no prior convictions for driving over 100 mph, the court can, but does not have to, suspend his license for up to 30 days. the fine is up to $500 (with additional assessments that will be over $1,000). Whether the court does so will probably depend upon his driving record, the circumstances of this stop, and his attitude.
If he has a prior within the past 3 years, the fine goes up to $750, and the DMV must suspend his license for six months. If he has two priors within 5 years, the fine goes up to $1,000, and the DMV must suspend his license for a year.

There is no speed limit for pedestrians, so since he was running rather than driving, he would just get a ticket for being a pedestrian on the freeway.

No. He will be sent to the next Olympic games.
If you meant 'driving', his license most likely will get suspended. Usually, people get arrested for driving so fast.

I hope they get suspended and he is sentenced to jail for a few years. Look at all the lives he put in danger.
