i keep hearing rumors that they changed the driving age to restrict yo from even getting a permit till your 18 if you were born in 1991 and on or something like that

NO THEY DID NOT CHANGE THE DRIVING AGE BUT IF YOU GO TO ALASKA GEORGIA AND OR FLORIDA YOU CAN DRIVE AT THE AGE OF 14

Not in California, the driving age is still 16. You can read about it at dmv.ca.gov. You can get your permit at 15 1/2, then you have to wait a year and get a CDL at 16. It's called a provisional license, and there are restrictions, but you can drive.

I looked it up in the D.M.V. and it says 15 1/2 for your permit. I heard those rumors also.
