It means he values you and the friendship and maybe thinks of you as even more then a friend. Ask him and wait to get a new boy friend there cuz it sounds like he likes you in that way or maybe even loves you.

means he is keeping his options open....
or.... he wants you to know how much he needs you and loves you....
or... he is trying to conceal a lie...
or... he is keeping a safe side in an argument..
or... he is playing around with words....
there can be a lot many things... it all depends in the situation in which he spoke you this.....
if it is just like out of the blue, then there is something going on in his mind and he is gonna tell you soon... there is something big coming your way..... either pleasant or a nightmare for you....
if he said this after a misunderstanding, that means he wants you to know that you are special.... and he is saying something which is in his heart ffor a long time now....
you have to figure that out.. i hav given many options...

he likes you and values your friendship a lot. he may not necessarily want to take it up a notch but, but it helps if he does and that could be his hint.
you may be special for a particular reason and you need to find out why he thinks you are so special. a lady once told me how special i was yet didnt want to ruin the value she placed on the friendship by going out with me. now we are still great friends without all the sexual stress

according to the situation, maybe he like you! and scared to tell that he is engaged to another girl!!i think he is hiding a secret and he don't want to tell you about in order not to loose your friend ship!!
