I have heard that also, but I think it is some stupid kid that decided to make everyone think there is a drug dealer living on that street or stole some one's shoes at school and decided to put them higher enough that they could not be reached.

I can only say that having been involved with narcotics for several years ( I used) and during those years that was never a signal of anything and as far as my contacts have said...it still isn't.

No, It just means some kid threw them up there. It doesn't mean anything, we used to do it when we were kids. usually you grabbed another kids sneakers and threw them up there just to be mean.
