But who wants to go to U.K where it's bleak and gray?

Because there are too many people from the UK who want to apply for Green Cards. It´s not just the UK, most countries are exempt from the Green Card Lottery, including Mexico for obvious reasons.

All of the answers here are wrong.


It's called the DIVERSITY Green Card Lottery, which means it is a lottery that attempts to bring people from different countries that are "under-represented" in terms of US immigration.

Mexico, China, Philipines, India, UK.... none of those countries qualify, because people from those countries already flood the US immigration offices.

The Diversity Immigrant Visa Program makes available 50,000 permanent resident visas annually, for persons from countries with low rates of immigration to the United States.

This year, natives of the following countries were not eligible to participate: BRAZIL, CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, EL SALVADOR, HAITI, INDIA, JAMAICA, MEXICO, PAKISTAN, PHILIPPINES, PERU, POLAND, RUSSIA, SOUTH KOREA, UNITED KINGDOM (except Northern Ireland) and its dependent territories, and VIETNAM. This was because the number of immigrants from those countries exceeded the prescribed maximum number of immigrants allowed for DV participation - more than 50,000 in the preceding five years.

I always thought that they could do this. Good question. Mabye the law is written for people who are only from third world countries or hostile governments? If you are from the UK you could probably just come here like the others do, some cities in the U.S. won't even have the police ask if you are here illegally.
