The Marines are the most restricitve of the branches I am familiar with (I don't really know anything about the Air Force) when it comes to GED's. Each recruiting station is given a specific amount of waivers they can use to put someone in with a GED, proportional to the size of the recruiting district. In the town of 30,000 that my brother enlisted in, they were allowed 1 GED recruit per fiscal year (Oct-Sep).
So, my advice to your friend would be to talk to a recruiter about it. If he/she's marketable, I'm sure they will find a recruiting station that has a waiver to give for them and get them in. But they should understand that there is no guarantee that they will grant them a waiver.
And for people saying they're scraping the bottom of the barrel, not true of the USMC. They've been meeting their quotas consistently, despite all the problems the Army and National Guard have.

I'd say yes. The recruiters are scraping the bottom of the barrel to make their quotas. A GED should be good enough for any job that requires a High School diploma. GED's are not handed out for free. People who get them work very hard to earn them.

Yes,
The GED does not prevent you from joining any service, even the Air Force accepts GED's and minor law violations as well.
All of the services have the exact same enlistment criteria.
Tell your friend to get an education while he is in the service regardless of what he does and which branch he goes into.
Deployments being what they are, it wont be easy..... but it is something that the military subsidizes and he'd be a fool for not taking advantage of it.

Yeah, Marines or Army. You probably won't be able to get into the Navy, Air Force, or Coast Guard though. He might have to take some college to join those.

Yes he/she can. However, he will have to pass all the test. If he does that he/she will be allowed to be a Marine.
