The majority of them are. One time my husband and I had bought 10 hamburgers for $10 at McDonald's, it was a special they were running.We happened across this panhandler at a red light and offered him three of them, he proceeded to cuss us out grabbed one of the burgers from my husbands hand and threw it at our truck.That was the last time we ever tried to do anything nice for them again.

I'm sure there are a few that are. Unfortunately, as can be seen by some of the answers here, our society isn't a very caring society. NOT all panhandlers are con artists. Some actually need the money and for whatever reason can not get a job. Yeah it may seem easy for them to push a button on a register all day, but if they walk into a restaurant or store with dirty ragged clothing, how many will be hired? And how many that are hired are considered the working poor. Know anyone besides top level management who works for places like McDonalds that makes over $20 an hour.. and that for a family of 4 in a lot of cities is still considered poor. How many people in NYC in homeless shelters have jobs? Lots of them. It's a shame... sometimes I am embarrassed by the people in this country and I wonder what the world will be like when my children have kids. I hope they have bigger hearts and are more open minded, considerate and compassionate.

A good percentage of panhandlers most likely are con artists. But, I believe some actually DO need help. The near impossible thing is trying to figure out who really needs the help and who doesn't. Sometimes I give money to panhandlers, sometimes I don't. I really don't have the money to give to someone who is just conning people. But, karma is a b*tch. What goes around, comes around. I believe that whatever we do, both the good and the bad, comes back to us. So, if someone is conning people with a panhandler act, their day is coming.

It depends....I have volunteered to "deliver" meals to alot of these guys and work with them to try to find jobs, etc in the past.
Many of the ones I worked with in Cleveland, Ohio are Vietnam vets with mental issues. They are friendly guys, but do not have the capability to con anybody.
Having said that, I can remember the police busting a couple of guys that literally were driving in from the suburbs in an Expedition, changing into clothes and were real aggressive with people. They apparently made good money on the weekends doing this....so I suppose you have to be careful.

yeah a good story, is the one about a guy in DC who had a three legged dog, sitting on the step outside of his office eating lunch with his dog, he made 500 bucks in an hour. he quite his job the next day.

75% are and the remaining 25% are bums who will not go out and get a real job. Those are also the ones that if you choose to give them food, they will throw it back at you, because they would rather receive money, so that they can buy booze or drugs.
