God listens to all prayers, but we do have a mediator in Jesus.

(1 Timothy 2:1-6) I therefore exhort, first of all, that supplications, prayers, intercessions, offerings of thanks, be made concerning all sorts of men,  concerning kings and all those who are in high station; in order that we may go on leading a calm and quiet life with full godly devotion and seriousness.  This is fine and acceptable in the sight of our Savior, God,  whose will is that all sorts of men should be saved and come to an accurate knowledge of truth.  For there is one God, and one mediator between God and men, a man, Christ Jesus,  who gave himself a corresponding ransom for all. . .

(Acts 10:34-35) At this Peter opened his mouth and said: “For a certainty I perceive that God is not partial,  but in every nation the man that fears him and works righteousness is acceptable to him.
(Proverbs 15:8) The sacrifice of the wicked ones is something detestable to Jehovah, but the prayer of the upright ones is a pleasure to him.
(1 Peter 3:12)  For [the] eyes of Jehovah are upon the righteous ones, and his ears are toward their supplication; but [the] face of Jehovah is against those doing bad things.

Isaiah 59:1-2 says that God chooses not to hear the prayers of sinners.

Psa 66:18 If I regard iniquity in my heart, the Lord will not hear [me]:

Pro 15:8 The sacrifice of the wicked [is] an abomination to the LORD: but the prayer of the upright [is] his delight.

Pro 28:9 He that turneth away his ear from hearing the law, even his prayer [shall be] abomination.

Jhn 9:31 Now we know that God heareth not sinners: but if any man be a worshipper of God, and doeth his will, him he heareth.

So, I think you've got yourself a case.

I do believe that this is the first prayer GOD is "obligated" to hear from someone that is not a Christian. When a non Christian does pray to accept the LORD, then we are adopted into HIS family. Before then, we are strangers, enemies with GOD and just as we do not have an obligation to provide things for a neighbors kid that ask us, God has no obligation to answer for those that do not belong to HIM.

However...just as we may often help someone elses kids that are in need of things, GOD does too. Actually ALL good things come from GOD anyway.

I would like to add a couple of things...

Sin will cause one of GOD's children's prayers to possibly be unheard too.

But your iniquities have separated between you and your God, and your sins have hid his face
from you, that he will not hear. Isaiah 59:2

God hears all prayers from all religions both. Christianity, very such as numerous organised religions is little more beneficial than a range of human beings that've satisfied themselves with a unmarried collective answer that they could agree on. i'm agnostic and that i don't experience the favor to desire. If there's a God, he already knows each little thing i'd pray about, so I parent I might want to easily artwork on recuperating myself and helping others. some thing else might want to preserve itself. i imagine God prays that some thing else human beings will basically take a contact and stay the damn existence he gave to us. that's, if there extremely is a God, for sure. basically the frightened seem to be able to say for confident...

If a person says they don't believe in the Father, the Son, and the Holy Spirit, why would they pray anyway. Believing in Jesus Christ is the only way you're getting to heaven. Jesus said, I am the Way, the Truth, and the Life, No one comes to the Father except through Me.

I don't think that is quite the case. I believe God in His mercy and sovereignty frequently hears the cries of desperation even from the worst of sinners. I believe the Holy Spirit is continually drawing men to Himself and working in their lives to reproof them for their wrongdoing and encourage them along the right path. "As I live, declares the Lord, I have no pleasure in the death of the wicked, but rather that the wicked turn from his way and live." (Ezekiel 33:11)
"Or do you think lightly of the riches of His kindness and forbearance and patience, not knowing the kindness of God leads to repentance? (Romans 2:4)
"For He causes His sun to rise on the evil and the good, and sends rain on the righteous and the unrighteous" (Matthew 5:45)
