Um, gross. No.
It is rude because feet are generally unclean as people have been walking on nasty floors with them, and the majority of the public does not want someone's nasty feet germs on a table they will be eating and/or drinking from. Plus, some feet stink. So to answer your question, um, gross. No.

It really depends on the culture and the situation. In the USA, if it is at home, and you are just hanging out watching sports on TV, then, sure, it would be fine for a woman to put her feet up on the coffee table; it may be her way of showing that she's just hanging out with the dudes. In other countries, it may be some show of symbolism to put feet up on the table. At a dance, feet on the table just means that her feet are tired of dancing and she needs the blood to stop pooling in them. And at a restaurant, I'm not really sure it would be appropriate, but it depends the situation; if she just got through dragging the kids around town and stopped at McDonalds to make the kids shut up, the it would be OK.

No not at all! A woman should always be a lady and being barefoot is bad enough in public but putting feet on table is RED!
Guys would rather not have that happen I'm sure on a date.

If she owns the restaurant or the place probably she can. But the answer is no, very impolite and disrespectful to people around you.
