Take as an example the teaching of the US Constitution in high schools. The students can be asked to memorize what's in the US Constitution and given on a test on retention of the facts, such as what is the 4th Amendment in the Bill of Rights. Alternatively, they can be asked WHY we have the 4th Amendment, and that would require thinking, and I think will result in a better understanding and appreciation of the US Constitution.

Learning how to think is about applying process to solving problems. Memorization is simply learning to repeat or parrot back phrases or factoids. For example a person can learn in which order a hospital may want you to treat which illnesses. The reason they may want you to treat certain illness is a analytical process that can be motivated by ECONOMICS prioritizing based on what the hospital will make the most money, or TRIAGE the prioritizing based on survivability probability and dire need. These are concepts to be applied not facts to be remembered. You learn concepts and memorize details

Driving is one of the best examples of THINKING and not MEMORIZING. Because while driving you just can't memorize all the possible situations and take action instead you need to think according to situation and take decision for moments. Your hand automatically goes to gear, leg to cluth and break or accelrator as needed.....

deduction v. knowledge?
learning how to think would be being able to figure out an aswer by tidbits of knowledge in your head, adding them up, and then coming up with the answer. memory would just be saying, the answer is this, you already know it.
