Well, he could go to the Naturalization service (Immigration office) in his state and apply for citizen. If he has legal reason's, why he does not want to go back to his country ( like victim of war crimes, or victim of turtor , or victim of inhumanity on humans), if he follows under these guidelines, he can get granted to stay. He should address this with an immigration attorney. If he can't afford an attorney he can ask for one through the legal system .

Get a work permit through the college. A friend of a friend from Canada did that. You have to get a job in your degree field though.
