I was extremely shy and quiet around people I didn't know very well until I was in my early 20's. Be patient,
give her a chance, don't push it, but try some simple open ended questions ... ask what kinds of things she likes to do, etc. ... in time, you will be able to tell if she's just quiet, or if she is not interested in you.

Yes. I think so. I am a girl, and if I am around someone who I like, I am very cautious about what I say, and I become very quiet. But if she tries to all around avoid you, then the quietness is not a sign of her liking you. ;)

Hard to say. I know for me I am quiet sometimes when i like a guy and afraid to say something stupid but I am also quiet when I just simply don't want to talk to them.

Not necessarily. I get quiet around people I don't know or people who make me uncomfortable.

well they could just not like you and not wanna talk to you, they could be shy, they could like you
it depends on the personality of the girl
try talking to her, see if she acts nervious, look at her body structure her reaction, you can try to make a good read if you pay close attention to this person.
