Gimp would probably be the best, that's what I use (some examples of what it can do are on my myspace blog- http://www.myspace.com/photoenhance and for clarification I'm NOT advertising! apparently some people think my trying to show examples is advertising, but anyway...) The only problem is that you either have to know how to but software together from the binaries or something like that or you have to find somewhere to download it from that has it already together. I might still know where I downloaded my copy from, if you'd like I can try to find the link-you can email me at photoenhance@yahoo.com if you would like. Just a note-this is not pirated software, it's simply free. I hope this helps you. Feel free to email me if you would like me to try to find the link.

You could try googling for image editing or graphics freeware. For me, Photoshop is too complicated. I like Paint Shop Pro, and I think you can get early versions as free downloads. You could also try The Gimp, Project Dogwaffle, Image Analyzer... there must be a dozen or more out there. The biggest problem is deciding which one you feel most comfortable with. Try a few!

Photo¨mus 6 (free version) should do all you want to do.
Otherwise you can buy a Photoshop version.
Good luck!
