Sad news my friend you can never move and start over. Your credit history is like an open book of your past. There are states that are very difficult to garnish but nothing ever erases your bad history. If you wait 10 years the statue of limitations will be up on your debt and it will drop off your credit report. Of course your creditors have the right to take you to court and in most states garnish your wages for your unpaid debt.!

None. The credit bureaus are national, and they will follow you everywhere.

Your credit rating is attached to your social security number, so no matter where you are it's with you.
