It is biological. Men subconsciously seek women with features that suggest nurturing capability (e.g. full breasts, child bearing hips). From a social standpoint, it is very rude to stare, s you probably know. A lot of men dont' realize that women notice. If you are talking to a woman, try looking into her eyes. If you are making good progress, glance at her chest, but DONT STARE.

Cause it's like when your mom tells you not to do something but you do it anyways, Girls wear clothes so you can't see them but you want to look anyways. Or maybe it's because you think that if you look hard enough you'll see right through her clothes

it's a double-edged sword I know, girls wear low-cut blouses and when we stare at what the blouse or lack there-of reveals, we get treated like perverts. But if you have to ask WHY we do it.....

Jealousy... They want something that isn't part of their design... Perhaps if they wore something comparable and people stared at them the staring would stop... The fault is also part of our society
