depends if its an allergy he should have an antihistamine. if not oatmeal bath or aveeno should clear it up

Before I say something, I'd like to say that most rashes go away on their own. The first thing to do is to clean the rash with non-allergenic soap and pat dry it thoroughly in case he came into contact with something like poison ivy. Wash his clothes seperately if you suspect poison ivy, oak etc. Make sure you wear gloves when touching them and don't let them touch anything else except soapy water.
Otherwise over-the-counter anti-histamines oral and topical may help. Mild steroidal cremes are also available over the counter.
But what is absolutely essential thing to do is to monitor the rash every couple of hours for the first twenty four hours. If the area of the rash is increasing, it's likely a skin infection and the faster you get him to the Doctor the better. On the other hand if it looks to be decreasing in area and itchiness, you likely do not have to see a Doctor.
BUT you should never stop monitoring it on a regular basis even if it shows signs of improvement early on. If it stops getting better or changes in other ways, go see the Doctor. An innocent rash can get infected.
Lastly, if the rash is in a certain area neat the top of the leg and uh this is a G rated site so I'll say other things down there, it's probably jock itch which is caused by a fungus and he should go see a Doctor.

If the rash is just on one side, this could be shingles. He should see a doctor asap if you think this is likely because they can give him a shot that will shorten the duration considerably. If you wait past the first 24 hours, it's unlikely the shot would help much, but the doc might have other remedies that would help lessen the pain and make him more comfortable.

It could be so many things. It could be as simple as the wrong soap to an allergic reaction from a medication or food. Watch and see. If he begins to have trouble breathing, get to the hospital ASAP. If mild, it probably will go away soon on its own. Take a benedryl.

It could be a touch of contact dermetitis. Sounds like something that could just be cleaned and then peroxide put on it to dry it out.

get a skin cream from a pharmacy or any store that sales skin creams and rub it on the rash.
