Has this car ever been in a front end collision or had the right fender replaced or worked on? There is a bolt with multiple grounds (brown) behind the right headlight. One of them is for the computer. It can be a pain to get to, its not easy to see. Have had a few of my guys miss this on re-assembly, and it doesn't show up as a problem right away for some reason, usually when hitting rippled pavement is when all the dash lights come on, sometimes for a second, sometimes the engine quits. From my experience, it'd be the first place I'd look.

Are you getting any check engine lights? I would hope that a 2003 model is still under warranty. On older Volvos those symptoms would indicate a mass air flow sensor (or equivalent). Its connected to the air intake box and your car is so new that it may be hard to find at junk yards. All you do is unplug the old one and plug in the new one.

Your ignition switch might be dead. i know it shouldn't be, but there are only a few reasons that a car shuts off mid-trip. Out of gas, ignition switch, mass air (already stated), dead battery, bad plugs. Those are all the ones that I know of for the volvo. But I work asian cars, not swedish.

if its an old police car they do have a switch in them that will turn out ever single light that the police use, it could be something to do with the wiring surrounding that if it wasn't re-wired properly or a bad ground its just a suggestion not too sure tho.

suspect possible early stages of fuel pump failure, or a very intermittent crank sensor [especially if tach drops to zero while engine is still spinning]
hambone's answer indeed should be checked first as a bad ground can cetrianly cause your complaint
