It sounds to me like this is part of a compulsive behavior. We all somehow have some kind of bad habit we have to deal with.
Staring at someone in general could be offensive , also that depends on their cultural background. Some might get annoyed by the way you stare at their teeth, specially if don't don't say anything about it.
I would recommend you to start a conversation about teeth, in that way the person won't feel annoyed by you looking at her/his teeth. You could praise their smile, or if you are bold you could recommend at good dentist that can take care of their teeth problem.
Personally if you are staring at my teeth, and don't say anything, I would feel embarrassed and think that something is wrong with my mouth, it would make me uncomfortable, but if you say something about it, it would ease my mind.

I think that it would offend or annoy some people. The best way to break a habit is first to be aware of it - which you are. And the second it to set a new action. Perhaps rather than staring at their teeth make yourself look into their eyes. After making a concious effort for awile you won't find it as hard to do. It really is just that - a habit. And habits are broken by taking the effort to replace the action with a better action. Good luck.

I do that too! I like awesome teeth, I can't help it! A bright white smile is sexy. I can't help but look. I am on the other side of that though; My teeth need whitening. I was born with TERRIBLE teeth (which is probably why I appreciate beautiful ones soooo much!). Yes, it's embarrasing when someone stares. Get a quick glance. If thy're really nice, they aren't going to mind if you keep looking. If they're gross you probably don't want to keep looking! LOL

LOL - Are you bored? I suppose if someone was staring in my mouth while I was speaking with them yeah at some point it would make me feel uncomfortable. - I don't think anyone likes to be stared at, it's annoying. Did you really need an answer to this question? If it's annoying to you think how the other person must feel.

You probably are staring at the teeth because you are shy. People expect you to look into their eyes; I, too, had this problem and it takes practice to learn, but worth the effort because if you don't look into someone's eyes when you talk, they think you are lying. Good luck

It sound like you either have a tooth fetish or you missed your calling to go to dental school. No, I can't say that I would feel comfortable having a conversation with someone who constantly stared at my teeth.

first of all (this is to the other...individuals...who have answered this) if you are trying to help someone actually give them help instead of telling them how wrong they are...ive gotten it my whole life and trust me...its not good and im JUST getting over it and that took me about five years of my life, well, i have a bad habit too, which im not going to say...and i feel very guilty right after i do this, and i know how annoying it is to others as well, but if you set it in your mind to stop and to get better you will, trust me on this one, im getting better at my bad habit and this works very well

You might begin by looking into the eyes of the women that you talk with (this works for me). I am not sure that you would want to begin doing that to the men that you are talking with... I hope that this helps. Have a great week.

force yourself to look people in the eyes. They will also trust you and respect you more if you communicate this way. Good luck! I used to stare at people's eye brows and had to break myself of it!
