well i live on a small airport and we have power lines on the end of our runway and what we did was call the power company because that is there powerlines and its there responsibility to put them on.. we had the orange balls on our powerlines the next day for free

Most General Aviation airports should have a free paper. Look for them.I seen ads there in those papers.

you can get these online or just visit any local aviation supplies store or check with FAA(Federal Aviation Administration)they usually know where to get these but sometimes they will ask you what are you gonna use it for,they're very strict about these items.
