You can either take the A train to High Street or the 2 or 3 to Clark Street. I don't know if the bridge is open to pedestrian traffic 24/7. The best time to go is at sunset crossing from Brooklyn to Manhattan. You can see the Manhattan skyline, the Statue of Liberty, the Verazzano Bridge. There are plaques that tell you about the history of the bridge, Ellis Island, Governor's Island. It should take you about a half hour to walk across, more if you walk slowly or make lots of stops to read or take pictures.

Because the subway runs under the East River, and the vehicular level is under the pedestrian level, it has been said that the Brooklyn Bridge is the only place on earth where an airplane could fly over a pedestrian who is walking over a car that is driving over a boat that is floating over a train.

There are a few things you might want to do in Brooklyn before you go on the bridge. You can get a pizza at Grimaldi's; get ice cream at the Brooklyn Ice Cream Factory (Front Street near the River Cafe), go to Jacques Torres chocolate factory at 66 Water Street (they give free samples), and Almondine, the little bakery shop, owned by Jacques Torres down the block at 88 Water Street - great hot chocolate, coffee, breads, pastries, cookies and little sandwiches.

Wear comfortable shoes and have a great time!

That sounds like a plan because High Street is near the mouth of the bridge. Be cautions about taking pictures though, I don't know if the cops patrolling the bridge will take issue or not.

You can do that and the bridge is open to pedestrians 24/7

If your heart is really set on walking the WHOLE bridge, than High Street is a good answer.
Personally I would recommend walking from City Hall, Manhattan towards Brooklyn, and go only as far as the Manhattan Tower, then walk back.
Take all the photos you wish !!!
