Hard to describe the sound of a wolf whistle. Go rent one of those old cartoon tapes, the ones with the wolves in them that are always after those girls. Tex Avery cartoons. Then you'll hear the whistle for yourself and you can imitate it.

I roll my tongue back by pushing it with my pointing and middle fingers, drop my jaw and blow. To get the different pitches, high then low, you might need to practice, by bringing your jaw up for the first "wee", then down for "woo" for the lower pitch.
