Primitive man and his ignorant fear.
Those who manipulat and exploit the concept of god are those who use it for power and oppression. They can be found all around the world at almost anytime in history after the concept was born by human imagination.

Well let me put it this way, Lets say you live in seclusion and one day you meet with a multi-cultrual civilization who tells you about different gods, and different concepts of gods. And you decide to choose and worhsip one. Which god will you worship? Will you worship the one that allows their priests to marry? Will you choose the one that allows human sacrifices? Will you choose the one that says a man may marry many women? Will you choose the one that says you should turn the other cheek?
Wouldn't you choose the religion that matches your own values?
So to answer your question, it is you who designed your god to suit the values you believe to be the correct one.

Well, no one.
If He exists, then man didn't design Him.
And if He doesn't, then He would have developed through the needs and observations of the religious.
Now, I do think many people have tried to carve God down so He fits in there world view. But you didn't ask that question.

anyone who says he was made up from the begining willl be in for a big surprise. That I assure you! maybe those, such as the pope, manipulate the teachings in scripture to gain power over the masses, but I assure you he is not a figment of ones imagination!

But even at that, the answer is people. The concepts of god(s) and of religion(s) are entirely human constructs.
