What's your floor like? Wood/linoleum/tile or carpeted?
That's the obvious-

When curious about the physical state, consider your cat's affect (how they present in terms of emotional state) is he/she more listless than usual? Sulking, avoidant? Or does it seem normal in presentation?

How is it's fur? Dull and matted- or does it seem normal?
Eating/drinking?

Try looking at the whole picture versus one singular area of concern. My cat had ice cold paws when he was on his deathbed- it was obvious in other ways to me that he was very very sick though.

If your cat walks around lino or wood or tile floors, his paws will get cold. Cats seem to be unusually tolerant of cold paws and cold ears... so you need to watch out that they don't get too cold for too long for them. After walking my cat outside for 10 mins, I always rub his paws and ears a bit when we get inside to get them warm again.

I would not worry about it unless your cat is showing other symptoms or is acting abnormal, as well. Women often have cold feet, as opposed to men, and it is more a matter of varying body temperatures & circulation than anything else.

it could be normal, Do you keep your home warm? if you do then not sure maybe shes/hes just liking his paws a lot? If you keep your place cold then maybe thats why?
