ok college or hs either way you can have fun buy food and pop is hs and food and beer if not load up get a stereo invite everyone you see over post things if you have to if your in college charge 3 dollar cover and you will get you beer money back if hs get the best dj you can afford

if you have enough money, i'd say hire a band to come play for you and all of your friends. local bands are fun because you know them, but other bands would be fun too. invite all of your friends, and have awesome food! then have all of your friends sleep over since you do not have school the next day.

sometimes people have themes or have everyone come in a costume ( i know its not halloween, but it could be fun)
finger foods, since some of the guest will be teens, maybe pizza??? maybe research online for 18 bday parties

how about pool side or beach barbeque? (though its not fantastic idea) but you could throw the birthday guy/girl in the water!
though its more troublesome than buying cook ones, how about DIY pizzas. just get ready-made base, pasta sauce, sausages, minced meat, mushrooms, pineapple slices, lots of cheese, herbs, salami, pepperoni and whatever else...A BIG OVEN...and get EVERYONE TO GRAB A PIZZA BASE AND GET CRACKING...
