Many golf carts have restrictors in them that do not allow them to go past a certain speed and it probably seems as though it looses power going downhill, though it is just the restrictors kicking in and doing there job.

All electric golf carts do that to a certain point, but your batteries may be low or need replacing. I use both gas and electric and even gas ones slow down going up hill.......

the battery provides simple hp, but no real tourque. You need a gas powered motor or more batteries to be able to handle inclines. Also, make sure the batteries are fully charged before you use the cart.

What year is it, maybe the connectors (older cart) are not working for the higher gears. Now all of them slow down on hills but it should make it over it.
