What that means is that under the Kyoto Protocol, each country is allowed to emit a certain amount of carbon. If any country is expected to exceed their limit they are allowed to purchase "carbon credits" in order to emit the excess. The credits come from nations that won't meet their limits; they sell their excess as "carbon credits". The idea is that it gives developing nations who won't meet their limit in carbon emissions cash in order for them to invest in clean technologies and bypass the dirty technologies that made wealthy nations wealthy.

Its all a part of the 'One World' promoters trying to bring the US down to the level of the rest of the world. Egalitarianism and forced socialism at its worst. We restrict our industries and tax the crap out of them when they exceed their carbon credits, and then give them to 3rd world countries.

It's not beneficial to anyone, it's just an excuse to allow wealthy companies to profit from polluting the air instead of investing in cleaner technology.

A bunch of nuts are trying to figure out how to make the USA pay more money to the poor countries. Its a con game, that the liberals are trying to stick it to the rest of us. Its a joke.
