well i have had really bad eczema and i have bad scars too. go to the dermatoligist and they can recomend a cream for you!

Noxema the original (not the newer fancier versions) works great! Apply Noxzema to the infected area twice a day. It helps with the discoloration that can sometimes left by eczema. Keep using it until eczema is gone within 2 weeks.

There's a prescription cream called Tri-Luma. No guarantee it'll bleach the area, but it works for a lot of people. careful to only apply it there, otherwise it'll overbleach spots that weren't discolored.
Dermabrasion (performed usually by dermatologists) works wonders for even bad acne scars. One of my classmates had it done - amazing!

Beware of using steroid creams longer than what they are intended for though!
