Historically, Marines were part of the navy and served onboard warships. They assisted the crew in battles, boarded enemy ships, conducted small coastal raids, and protected the officers from mutiny by the crew. Eventually they have become the primary landing force. The word "Marine" means Navy in many European languages such as French, German and Dutch.

On January 4, 2005 Rep. Walter Jones [R-NC] introduced House Bill HR 34 in Congress that would rename "The Department of the Navy" to "The Department of the Navy and Marine Corps", The Bill is currently with the House Armed Services Committee. It was sent there on July 27, 2006. Who knows how long it'll be there or when it'll reach a vote.
So, yes, the Marines are part of the Navy. Always have been. And even if this bill passes, they'll still be part of the same "department/branch".
Our Marines deserve all the respect they can get. And more. But it seems there's no forseeable end to this long standing love/hate relationship. And as much as both sides tend to growl about the situation, they also remind me of typical siblings. They can bad-mouth each other all day long, but don't let anyone else dare do it. Our Navy son has several Marine friends. They harass him nonstop. But guess who's the first one to come do his defense if the Army or Air Force has anything to say? ha!

They are a seperate service branch under the Department of the Navy. They have their own service chief, the Commandant of the Marine Corps. And if you ever point out to a Marine the fact that they are part of the Department of the Navy, one of two things could possibly happen.
1.) He or she may decide to slug you
OR
2.) They'll laugh and say that they're the mens department.
I worked with them alot during 10 years of active duty and hold them in the highest regard, they usually have it the worst in combat. They ARE America's 911 response team.

The Marines are in fact a part of the Navy. We are often referred to as the "Navy-Marine Corps Team."
Take that from someone who currently is in the military.

The Marines are part of the Department of the Navy. They report to the Secretary of the Navy.
But I wouldn't suggest trying to convince a Marine that they're part of the Navy. They report to the Secretary, and that's about as far as the connection goes.

The answer is, yes and no. The Marines are their own Branch, however, they operate side-by-side with the US Navy, as equals, in the "Department of the Navy"
