Have you had your dog for all 4 years? If yes, what has changed to make this dog jelous or upset? If not, try playing with the dog outside and massage his hind quater (by his legs), this helps the dog relax the dog and make him pee outside instead inside. so, if he's jelous of the other dog, that's why he does that, to get your attention, I have a male and female cocker and they get super jelous, specially our male, they want all their attention for them if he sees that me and my husbad are huggin or kissing, he barks until we stop.

Make sure that the cleaning products you are using do not contain ammonia. The smell attracts the dog and they'll wet the same spot over and over again.
When the dog does his business outside, praise him and give him a treat. When the dog does it inside, do not hit or yell at the dog, he will fear you.
Because the dog is 4 years old, I'm wondering if there's a trigger as to why he's doing it in the house- has he always done it or just started?

My friend had a Cocker that WAS fixed but never stopped peeing in the house. Often it was completely unexpected, but you could count on him to "have and accident" every time you came home. He was simply too excited to hold his water. The vet told her that this was "completely normal" for this breed of dog. The cocker eventually had to become an "outside" dog, which made my friend really sad.
You should consult your own vet though. It is possible that the other vet was wrong or they may have better solutions now. This was years ago.

Cocker Spaniels could properly be very territorial and jealous dogs. in case your fiance those days moved in with you, this is in all threat why he's doing it. once you're making a huge deal out of it he will have "injuries" much greater. remember, he had you for 9 years! provide him greater interest on a regular basis and with a bit of luck that is going to end quickly. do no longer rub his face in it or yell after the reality-it basically makes issues worse. whilst you're greater busy making plans your wedding ceremony he in all threat senses that still and longs for greater interest. attempt to do particular issues with him (basically the two certainly one of you in the beginning up) and notice if it improves. do no longer ignore him in the path of each and all the plans!!

In my opinion there is not much you can do with a 4 year old. Usually what you are supposed to do when the dog is a baby you stick his nose in what he's deposited and spank his butt and then take him outside. This way he learns to go potty outside.

Cocker spaniels are neurotic to start with, and yours is literally having a 'pissing contest' with you. You need to be more of a pack leader, and make your will dominant over his. Watch a dog training video.
