I've used Sqirlz Morph (http://www.xiberpix.com/index.html) to morph together two images into a video presentation; so that the first image gradually transforms into the second. Looks good and works well. Available for free.

Explain in a bit more detail though majority can be done in Adobe Photoshop. Paint hardly has the advanced functionality for pics.

Photoshop - Costs a boat load
Paintshop - More generic and cheap
Or just regular paint!
