If you take a very close look, the water will appear to extend above the rim of the bucket, almost like a bubble, this is called surface tension. if you will touch your finger to a soap, liquid or bar, and then lightly touch the surface of the water the surface tension will be broken and the water will spill over the side of the bucket. There will then be less water but the bucket will still be full and any water you add to the bucket will spill over the side.

You said make "less water". OK! Pour some salt into the water. Remember, you are not making more water by pouring salt into it. ADD an electric current to the water. Little by little, the water will decompose into hydrogen and oxygen, which, by themselves, is not water. Therefore, there will be "less water" in the bucket.
